MONROE — The city’s engineering department is conducting a study for the possible removal of the traffic signal at the Windsor Street and Church Street intersection. As part of the study, the signal has been placed in flash mode and will continue to operate as such until the study is concluded in July. Should the signal be removed, Windsor Street would become the through street at this intersection and Church Street would have a stop sign installed on each of its approaches.
